North Boulevard between Grove Avenue and West Broad Street

Hanover County and the City of Richmond have been engaged in a long-term water purchase contract since 1994.  As a part of this contract, the County has been constructing several phases of a continuous water transmission main to provide the Hanover County suburban water system with potable water from the City of Richmond.  The purpose of the project is to increase capacity in delivering finished water to its customers.

Phase 6, the final phase of the project, will consist of approximately 3,000 feet of 36-inch and 42-inch water main, and will be located along the west side of Boulevard, between West Broad Street and Grove Avenue.

Construction is anticipated to begin early Summer 2009, with an expected completion during Winter 2009/2010.  Every effort will be made to expedite construction and final site restoration.  Access will be maintained to businesses and residences along the project alignment at all times, and there will be no planned disruptions to City services at any time during construction.  Normal working hours will be between the hours of 9:00 a.m. and 4:00 p.m., Monday through Friday, and in accordance with the City’s “Work in Streets” Permit.  The Contractor may request permission, pending approval from the City, to work extended hours or on a Saturday in order to minimize disruptions in a particular area.

In order to facilitate construction, it will be necessary to temporarily close off the innermost southbound travel lane of N. Boulevard in sections, as construction progresses.  At least one lane of southbound traffic will be maintained at all times, with the northbound lanes of Boulevard remaining virtually unaffected. The parking lane adjacent to the southbound travel lanes may be restricted and utilized as a travel lane, in sections and as construction progresses, in order to minimize traffic disruptions.  Appropriate signage, traffic control devices, and flagging operations will be provided to maintain public safety.

As with any construction project, we anticipate routine noise generated by the operation of heavy equipment.  During construction the contractor will be required to keep the roadways free of dirt and other debris, and to apply water to the site as needed to minimize dust.

Every effort will be made to protect existing services, and/or to minimize impacts to existing utility services.  Unfortunately, unexpected situations do sometimes occur, and the Contractor will restore affected services as quickly as possible.

Once the construction contract has been issued, it will be the Contractor’s responsibility to determine a location for storage of equipment and materials.  The Contractor will not be permitted to store equipment or materials within the City right-of-way at any time.  Any disturbance to the center median

along N. Boulevard will be restored upon completion of water transmission main construction.
